According to Phil Drake of Drake Software, the IRS has confirmed that there are a high number of refunds being delayed. While the IRS has released no numbers or explanation as to why the delay, they are working on the issue.
While many taxpayers are finding that their refund has been delayed, others are getting their money faster than expected due to Customer Account Data Engine (CADE). In fact, they will probably the only taxpayers getting their refund this week.

The one-week delay for some refunds relates to fine-tuning IRS systems to adjust for new safeguards put in place this tax season to provide stronger protection against refund fraud. The IRS is providing additional screening for fraud this year before issuing refunds, but the vast majority of taxpayers can still continue to expect to receive their refunds in a timely fashion.
Returns filed 1/24 and after should follow the regular schedule.
